Overview
Robert Garcia is the U.S. representative for California's 42nd Congressional District and was elected in 2022.1 He is the ranking member of the House Oversight and Government Reform Committee.1 He previously served as the mayor of Long Beach from 2014 to 2022 and on the Long Beach City Council from 2009 to 2014.1 He holds a doctorate in higher education from California State University, Long Beach.1
He helped found the bipartisan Congressional YIMBY Caucus, which aims to increase housing supply to address affordability.1 He says he has supported legislation to address the affordable housing shortage, regulate ammunition sales, reduce ocean shipping pollution and prepare for pandemics.1 In 2020, he said he viewed access to health care as a fundamental human right and supported Medicare for All.2 As mayor, he supported banning polystyrene and plastic straws and increasing the minimum wage.3 In 2026, he said that if Democrats win the majority they will investigate Donald Trump, and that the First Amendment must be defended.4
While he was mayor, Long Beach piloted tuition-free community college and a universal basic income program for single working mothers.5
