Overview
Xavier Becerra formerly served as U.S. Health and Human Services Secretary and California’s attorney general, and he represented Los Angeles in Congress for more than two decades.1 In Congress, he helped write and pass the Affordable Care Act.2 As attorney general, he sued the Trump administration over 120 times on issues ranging from immigration to environmental policies.3 His campaign says that as health secretary, he negotiated lower prescription drug prices.4 A 2024 federal audit found that his department missed safety checks before releasing unaccompanied migrant children to sponsors.5
Becerra has proposed declaring a state of emergency to freeze insurance and utility rates and address price gouging.1 He supports providing state health coverage to all Californians, including undocumented residents, and opposes Proposition 40, a billionaire tax.6 On homelessness, he said he would clear encampments.7 He wants to speed up housing construction by setting deadlines for building permits.8 He says he would oppose President Donald Trump on issues such as immigration and environmental policy.1
